Organisational Context

Qatar Foundation for Education,Science and Community Development (QF), a private, not-for-profit, chartered organisation, is building an all-digital academic medical center on the Education City campus in Doha, Qatar. This facility, known as Sidra Medical and Research Center (SMRC), will offer the latest state of the art technology and equipment, and will meet world-class standards in patients care, medical education, and biomedical research. Sidra will provide speciality care for women and childrem, general adult medical and surgical services, and a sophisticated clinical and translational research program. It will also serve as a teaching venue for medical students at Weill Cornell Medical College in Qatar, a branch of the prestigious Ivy League university in New York. Schdeuled to open in 2011, this premier medical center requires highly-experienced medical, professional and adminisrative staff. Currently, SMRC is in the pre-operational phase.

Job Summary

The Support Services - Subject Matter Expert / Consultant provides formal advice and input in the development and implementation of a specific department, service, and/or process plan(s). S/he supports the development and implementation of the department plans for clinical support,guest relations, and information systems.

Key Accountabilities

• Defines the service model and scope of service.
• Defines the pre-operational phase budget for the respective service area.
• Assesses the impact of the current design on patient / work flows and define high level and detailed I.T. requirements.
• Assesses impact of clinical services "ramp up" on department services (including equipment selection and procurement).
• Defines staffing needs (mix, educational requirements, etc) and servicing options.
• Defines on-going departmental operations including projected volumes / utilisation, service goals, service standards, hours of operation, productivity goals, supply chain needs / requirements and information technology needs.
• Develops departmental policies and procedures and produces work flows and forms.
• Develops reporting requirements.
• Develops training and communicational documents.
• Determines overall operating requirements including major fixed equipment, equipment / supplier and staffing level plan.
• Provides feedback and input to continued design activities.
• In view of the developing and changing needs and opportunities within SMRC during this start-up phase, this position may perform other duties as assigned.

Qualifications

Education
• Bachelor's Degree in the equivalent field .

Experience & Skills
• Extensive knowledge in the specific department, service and/or process.
• Track record of "planning & implementation" in the relevant area.
• Ability to identify and implement "best practices" in the relevant area.
• Experience in an Academic Health Centre and knowledge of accreditation standards is essential.

Working Conditions
• Consultation assignment.
• Onsite for initial assessment and confirmation of work plan.
• Offsite (with communication linkage) for the majority of the project.
• Fee for service arrangement for advice and support required during the implementation phase of the plan.
